Interesting how this came nearly immediately after the NSA board hire for OpenAI. Employees internally at this company have a more realistic timeline of how far behind China is from the US which is considerably less than was reported in the mainstream media.
I think it's hard to know what the gap is given that a lot of the tech remains in development and we still haven't seen what a lot of AI companies are promising. But given how quickly Huawei bounced back from the blows inflicted on it, I'd tend to agree that 'China Tech Inc' finds ways to step up when needed—and clearly it has already been very active developing AI, seeding etc
